PERC publishes 2025 budget plan for public comment

The Propane Education & Research Council (PERC) published a 2025 budget plan for public comment. The budget plan includes the probable costs of all programs, projects and contracts as well as a recommended rate of assessment sufficient to cover the costs.

PERC is estimating assessment revenue of $46.6 million on 9.3 billion gallons of odorized propane, with 20 percent allocated to the state rebate program. The budget includes total revenues of $39.9 million and total expenses of $45.2 million.

The council says the budget prioritizes safety and training, commercialization of power generation opportunities and product development.

After public review and comment, PERC must submit the proposed budget to the secretary of energy and Congress. Comments are due Aug. 31.

Pillars of propane

During its July meeting in Boston, PERC reviewed and discussed its 2023-25 strategic plan, which is based on four pillars:

  • Safety training and education. “Safety is about culture and repetition,” says PERC chairman Chris DeFilippo, from Superior Plus Propane. “It is something we can never back away from. It will be absolutely critical to see us continue to succeed in this.”
  • Growing propane applications and the total propane market share.
  • Educating consumers about the environmental benefits of propane and increasing propane’s voice in the national energy conversation.
  • Educating the industry about propane autogas and available equipment. “This is about displacing diesel and other fuels for on-road use and building out a service network to be able to do it,” DeFilippo says.

New concept rebate

PERC approved a new concept rebate program during its July meeting in Boston.

  • $13,000 for the Ohio Propane Education & Research Council port and power generation promotion project. The Ohio PERC is looking to promote propane in the Cleveland market.
