Propane Market Metrics: PERC budget breakdown

The Propane Education & Research Council (PERC) approved its 2026 proposed budget during its July meeting in Birmingham, Michigan. The budget includes total revenues of about $38.8 million and total expenses of over $39 million. Here’s a breakdown of PERC budget numbers over the past five years.

PERC’s operations and activities are funded by an assessment levied on each gallon of propane at the point it is odorized or imported into the United States. Of that assessment revenue, 20 percent is allocated to the state rebate program.

2026 budget timeline

  • May-June 2025: PERC staff draft budget and review
  • June 19: Budget and finance feedback
  • July 16: Presentation of draft budget to council for public comment approval
  • Aug. 1-31: Public comment period
  • October: Public comments, Advisory Committee and final staff input on budget
  • November: Budget and finance committee final budget review
  • Dec. 2: Final budget approval at council meeting
